Captured in the years leading up to the facility’s closure in 1997, the image documents the aging industrial complex that had operated for more than a century and was later identified as the primary source of lead contamination in surrounding neighborhoods. By 1988, growing environmental awareness and community concern over high blood-lead levels in Omaha children prompted early health studies and state-level investigations into the refinery’s emissions. These findings laid the groundwork for broader federal involvement. Following ASARCO’s shutdown in 1997 and demolition planning in the mid-1990s, the U.S. Environmental Protection Agency began extensive soil testing and cleanup efforts across eastern Omaha, officially designating the area as the Omaha Lead Superfund Site in 2003. Over the next decade, remediation crews excavated and replaced contaminated soil from thousands of residential properties. This photograph stands as a visual marker of the industrial source whose environmental legacy shaped decades of public health policy, community activism, and large-scale remediation from 1988 through 2015. In the case of the Omaha Lead Site, the EPA responded with a prioritized long-term action to remediate and recover the hazardous lead levels and high health risks for children. This included the enactment of the EPA’s goals: 1. To protect human health and the environment by cleaning up contaminated sites 2. To make responsible parties pay for cleanup work 3. To involve communities in the Superfund Process 4. To return Superfund sites to productive use. The second goal of making responsible parties pay for cleanup work will be the focus of this exhibit. We ask, to what extend did the EPA make those parties responsible for Omaha lead contamination pay? To what extent are liable parties held liable? To what extent to liable parties pay an appropriate amount in retribution for the hazards they created? The section of this flyer that asks, “who pays for the cleanup?” details negotiations between the EPA and potentially responsible parties. In the case of the Omaha Lead Site, potentially responsible parties included Union Pacific Railroad Co., ASARCO, Union Pacific Corp., and Gould Electronics Inc. These parties were all found liable for the lead contamination and expected to pay for remediation and response actions as such – but how much did they pay? Did they pay enough? Description An account of the resource Simultaneous assay of blood lead (Pb-B) and red cell lead (Pb-Rbc) in 123 samples from 104 urban and suburban students, ages 10-18, shows the ratio of concentration (Pb-Rbc)/(Pb-B) to increase as the hematocrit decreases. On direct assay in 40 samples, plasma lead (Pb-P) was fixed in a narrow range. In 28 students with Pb-Rbc >40 mug/100 ml, the mean red cell 2,3-diphosphoglycerate (2,3-DPG) was 6.05+/-0.28 (+/-S.E.), significantly higher (P<.025) than the 5.25+/-0.18 of 51 students with Pb-Rbc<40 mug/100 ml, although hemoglobin values were comparable (13.83+/-0.31 versus 13.55+/-0.20). Analysis of the individual population groups showed this correlation of Pb-Rbc with 2,3-DPG to be primarily related to the intercorrelation of each parameter with hemoglobin.Rbc membrane Na/K ATPase, as per cent of total membrane ATPase, had a median value of 60% in 48 subjects. Na/K ATPase below 60% was found in 10 (77%) of the 13 students with Pb-Rbc>/=40 mug/100 ml, but in only 14 of the 35 with Pb-Rbc<40 mug/100 ml (chi(2)=5.1, df=1, P<0.05). Correlation of significant enzyme changes with Pb-Rbc, but not with Pb-B in the normal urban range of Pb-B<35 mug/100 ml suggests Pb-Rbc, increased in anemia, to be a critical factor in the hematotoxicity of lead.
